Originally, San Miguel was a sitio of Barangay Libuganan, one of the original barangay of Municipality of Dinas, the mother municipality of the present San Miguel. History records had it that Subanens, a semi-nomadic tribe were the first inhabitants of the place. As early as the second decade of the 20th century, the Christian settlers started to migrate to the place and occupy that time the vast forest where the Poblacion is now located which was then inhabited by wild animals and generally the whole area was not fit for human occupation considering the fact that malaria and other diseases were of common problems at that time.
However, there were adventurous and fearless settlers who endured these difficulties. Some of these were the clans of OCAPANS, OTEROS, SALADAGAS, and the RAMONALS who hails from other areas and decided to settle permanently in what is now called San Miguel. Miguel Ocapan, a man of great courage and determination succeeded in obtaining vast areas of agricultural lands. He and his family became good friends with the Subanens and in winning their confidence, he was able to inculcate into their hearts and minds the Christian way of life. Eventually, the Subanens recognizing the efforts and leadership of Miguel Ocapan eventually made him their leader conferring on him the title “Timuay”, a rank given only to the supposed ruling class of the tribe. The population started to grow as more and more people settled to the place wherein by 1954, the area was then densely populated. Three years later, in 1957, as the population continue to grow, the Municipality of Dinas made San MIguel a regular barangay and in recognition of the leadership of Miguel Ocapan the new barangay was named after him.
Pursuant through Executive Order No. 400 creating Barangay San Miguel as regular corporate municipality signed by the late President Carlos P. Garcia on July 14, 1960. The formal operation of the municipality began on September 1, 1960 with Proculo P. Ocapan, as the first appointed mayor of San Miguel.
