Hon. Ex D. Ocapan, Municipal Mayor, delivered the State of the Municipal Address highlighting San Miguel’s transformation, accomplishments, and future directions. The municipality, celebrating its 65th founding anniversary, was officially elevated from a 4th-class to a 3rd-class municipality in January 2025, reflecting significant growth and progress.

    • New barangay halls, covered courts, health centers, and evacuation centers.
  • Improved water systems across the municipality.

4. Social Protection and Welfare

  • Senior Citizens: ₱18.3M in pensions paid to ~2,000 seniors; additional stipends for 80+ years old.
  • Children and Youth: ECCD services for 454 daycare learners, supplemental feeding program, advocacy against drugs, child abuse, and teenage pregnancy.
  • Crisis Assistance: 150 clients assisted in 2025 through AICS (burial, medical, education).
  • Programs for solo parents, women, and persons with disabilities strengthened.

5. Health and Nutrition

  • Zero Open Defecation: All 18 barangays certified.
  • Strong campaigns on dengue prevention, tuberculosis, HIV/STI awareness, immunization, and maternal care.
  • Accredited as a PhilHealth primary care provider after 4–5 years.
  • Awarded Gold Dugong Bayani 2025 for exceeding blood donation targets.
  • Expanded services: free ultrasounds, maternal-child health, adolescent-friendly facilities, and mental health screenings.
  • Approved ₱10M RHU expansion under the World Bank HSRP project.
  • Envisioned first-ever District Hospital in San Miguel.

6. Disaster Preparedness and Resiliency

  • Established Operations Center with advanced technology for emergencies.
  • Responded to over 50 emergencies since 2023, operating 24/7.
  • Early warning signages installed in hazard-prone areas.
  • Recognized by Gawad KALASAG for outstanding disaster management.
  • Regular earthquake and emergency drills in schools and communities.

7. Education

  • 4,410 students, 265 personnel (SY 2024–2025).
  • Special Education Fund boosted to ₱1.25M.
  • Infrastructure support: new classrooms, roofing repairs, learning parks.
  • Focused on sustainable and quality education access even in remote areas.

8. Agriculture and Food Security

  • Distributed rice, corn, vegetable, and legume seeds plus fertilizers (organic and inorganic).
  • Established municipal nursery (8,000 seedlings) and distributed coconut, cacao, coffee, and durian seedlings.
  • Provided farm equipment and machinery: tractors, shellers, sprayers, hauling truck, corn warehouse.
  • Livestock dispersal: pigs, chickens; anti-rabies vaccination for 1,890 animals.
  • Conducted 10 livelihood trainings for women’s associations (food processing, crafts, detergents).
  • Crop insurance indemnity of ₱10.39M released to farmers.
  • Financial aid: ₱3.56M to 713 rice farmers; ₱1.8M fuel discounts for 600 corn growers.

9. Safety and Emergency Services

  • San Miguel established its own fire station and fire truck, reducing reliance on nearby towns.
  • Improved response time and enhanced community safety.
